Other than fusion, Phoenix appears in Shinagawa at 10:00-14:00 near the Catacombs dungeon, among other places. You would have to hit it first before trying to recruit, as it seems to be in the mad, doesn't want to talk mood until you hit them once

3:00 to 6:00: ICHIGAYA x18y18, x21y16, x23y19, x20y22
i do not have exact info on everything but they do spawn in those four spots but its random where they will be every spawn time so best to do it with four ppl each at the diff spawn points plus when they are killed/tamed they with in the time 3:00-6:00 will spawn again and again just each time in the 4 spots randomly
i am posting this info so ppl can find them and so ppl cant be jerks and hide that from ppl for one reason or another..........sorry but it just pisses me off when ppl hide stuff so they can be special or something......only reason i say that is becuase the one person i saw with it said his friend told him not to tell anyone on how to get it.........
